Xilisoft MKV Converter is also able to split videos and, of course, you are able to toggle audio and video settings.
Unfortunately, Xilisoft MKV Converter has some pretty strict trial version limitations. It's a perfectly acceptable product, but by no means revolutionary, so the developers could definitely help things along by relaxing a little on the trial.
